Georgia Star Quality rating — what it is and how to get it
Georgia's Star Quality program is a voluntary tiered quality rating system for licensed childcare providers. A Star Quality rating signals to families that your daycare has been independently assessed and meets quality standards above the baseline licensing requirements — and it's required to participate in Georgia's CAPS subsidy program.
What each star level means
Your program meets Georgia's baseline DECAL licensing standards and has been registered in the Star Quality system. 1 star qualifies you for CAPS provider enrollment. Most programs achieve 1 star within weeks of getting their DECAL license.
Directors and lead teachers have demonstrated higher educational credentials (typically a CDA credential or early childhood coursework). Your program has implemented structured quality improvement practices. 2-star programs are noticeably more competitive for families researching quality.
Directors and lead teachers have associate's or bachelor's degrees in early childhood education or a related field, plus significant professional development hours. An on-site program quality observation has been completed. 3-star programs represent the highest quality tier in Georgia and may qualify for additional state incentives.
How to apply for Star Quality
The Star Quality application is free and handled through your DECAL provider portal account. You'll submit documentation of your director and staff qualifications, your program policies, and your training hours. For 2- and 3-star ratings, an assessor may conduct an on-site program observation.
Apply as soon as your DECAL license is active if CAPS enrollment is a priority — the assessment process takes 4–8 weeks and you cannot enroll in CAPS without it.
