What Is Keystone STARS?
Keystone STARS (Standards, Training/Professional Development, Assistance, Resources, Support) is Pennsylvania's voluntary Quality Rating and Improvement System (QRIS) for licensed child care programs. Administered by PA DHS in partnership with PA Keys to Quality, the system rates programs on a 1-to-4-star scale based on staff qualifications, learning environment quality, professional development, and leadership and management practices.
Higher STARS ratings unlock meaningful financial benefits: enhanced Child Care Works (CCW) reimbursement rates (up to 25% above base at STAR 4), eligibility for professional development scholarships (T.E.A.C.H.), quality improvement grants, and access to the Pre-K Counts program (STAR 3+). Enrollment in STARS is free; programs receive a Quality Improvement Specialist (QIS) from PA Keys at no charge to support their advancement.

- Documented family engagement activities and community partnerships
- Director meets higher leadership competency standards
- Pre-K Counts and Head Start Supplemental eligible at this level
STAR 4 — Highest Quality
+25% CCW Enhancement- Lead teachers (centers): BA or higher in ECE or related field
- Environmental rating scale score ≥ 5.5 or higher threshold
- Comprehensive curriculum aligned to PA Early Learning Standards
- Robust family engagement and individualized child assessment system
- Director holds Director Credential Level 3 or equivalent
Environmental Rating Scale Assessment Tools
Keystone STARS requires periodic classroom observations using nationally validated tools. Assessors are trained and certified by PA Keys. Results directly affect your STARS rating — programs must meet minimum score thresholds at each level.

Quality Improvement Specialist (QIS)
Every STARS-enrolled provider is assigned a free QIS through PA Keys. Your QIS helps you understand requirements, plan your advancement path, prepare for environmental assessments, and identify grant funding.
T.E.A.C.H. Early Childhood Scholarships
T.E.A.C.H. (Teacher Education and Compensation Helps) provides scholarships for staff pursuing ECE coursework or credentials at community colleges and universities. Available to programs enrolled in Keystone STARS at any level. Apply at pakeys.org.
PA Keys Learning Registry
The PA Keys Learning Registry tracks all professional development hours for your staff and aligns training to Keystone STARS requirements. Staff can log continuing education credits and access free online courses.
Quality Improvement Grants
STARS-enrolled programs can apply for quality improvement grants to fund equipment, curriculum materials, furniture, and environmental improvements that support advancement to the next STARS level.

Common Keystone STARS Pitfalls
Staff turnover: STARS ratings are tied to documented staff credentials. High turnover can push you below the required credential thresholds and trigger a rating reduction at your next review.
Missing annual documentation deadlines: STARS requires annual submission of updated staff credentials, professional development plans, and self-study documentation. Missing deadlines can cause your rating to lapse.
Low ERS scores at reassessment: Environmental rating scale assessments are repeated periodically. Programs that don't maintain improvements risk being downgraded, which directly reduces their CCW rate.
Confusing STAR 1 enrollment with automatic higher ratings: Enrolling in STARS gives you STAR 1. Moving to STAR 2+ requires actively submitting documentation and meeting assessment thresholds — it is not automatic.
Not claiming T.E.A.C.H. scholarships: Many providers leave staff scholarship funding unclaimed because they don't know it's available. Your QIS can help you apply for T.E.A.C.H. at no cost to you.
